Autogenerated Function Skeleton Code

I updated from ASP1.1 to 2.0 and found out that the autogenerated
function head sometimes differ between "private" and "protected"

This happens not for the complete application but only for a few pages.
I am wondering what is causing this problem.
ASP1.1
Private Sub cmdDelete_Click(ByVal sender As System.Object, ByVal e As
System.EventArgs) Handles cmdDelete.Click
ASP2.0
Protected Sub cmdDelete_Click(ByVal sender As System.Object, ByVal e As
System.EventArgs) Handles cmdDelete.Click
