How to reference resources at design time

How do I referencing an xml file and poplulate the data to a webcontrol
during design time? Something like the Image.ImageUrl, when I assign a value
into it, the image will instantly display on the IDE. I found that Image
control is using something called PreviewControlDesigner, but still can't
figure out how it actually works. Please help. Thanks.
