the above is the main parts of the web.config. ive tried with the tilde and
the without. the account continues to be NT AUTHORITY\NETWORK SERVICE
instead of when i go into the mainteance folder it should change to the
administrator account ( of which im logged in as )

any help would be greatly appreciated

The tilde does not apply in the config file. You need to use actual paths.
In this case, just drop the "~/".
