asp.net configuration

I have the VSTO 2005 version of visual studio. I am running all web
application through IIS. I notice that when I click on the Asp.Net
Configuration button it simple gives a blank page. Is there a way for me to
use this or does this only work with the Visual Web Developer 2005 Express
Edition download.
