Can't debug a WebApplication in Visual Studios

Hi All!

I'm having a problem debugging a web application. The application
initially started with a message that indicated that my userid wasn't
in the Debug Group (it was). Now the application will run but any brake
points I have set are ignored.

This is the older (not 2005) version of visual studios.
