TabIndex of controls with Master Pages

If a masterpage which has a couple of server controls on it is used,
should TabIndex start with these before those on the content section/s?

For instance, if I have 3 controls on the master page, should I number
them 1,2,3 and the those in the content section 4,5,6, etc?
