how to know the client URL?

I have an utility class (not a page or control) which should generate
resolved URL in the form ~/someHandler.ashx
and I would like to return, for exemple
http://www.mydomain.com/someHandler.ashx

How do I transform the "~/" ?
All I know is the current HttpContext
