HTML include

I have two HTML pages, which i want to include in all my ASPX pages,
one for header and the other for foother.

How can I do that?

Master pages or ascx, depending on context.

And it the footer page will be used across the sites hosting on the server,
you may want to set it in the IIS Manager.
