I've encountered times when VS 2003 won't connect using Front Page
Server Extensions in some cases.
Case:
PC1 has VS. Creates a web project on machine IIS1. Seems to save an
..sln and a .suo locally on PC1 with the vbproj etc.. on IIS1.
Connection mode is Frontpage Server Extensions. Repeatedly close and
open the solution. Works fine.
Go to PC2 with VS. Cannot "Open Web Project" even though the web
project *is* on IIS1. No error message - I type in the
http://iis1/subfolder into the "Open Web Project" dialog, then always,
a second dialog opens - one that is a local file dialog - does not show
remote destinations. I was using XFilesDialog, so closed the utility
from the system tray, same problem. I try ip address instead of
servername, still confronted by the local file browse dialog.
I go to IIS1, share the folder, over at PC2, I use fileshare instead of
Frontpage Extensions method and it works fine.

and it says that VS uses WEC to make it happen.
When does WEC fail and how does one troubleshoot and rectify if it
does?
