aspnet don't work after every shutdown

Hello,

I have a problem in a specific machine with Windows2003. Every time that I
restart the machine the aspnet doesn't work but IIS works. If I open an aspx
the w3wp takes 100% of cpu.

If somebody has a similar problem a workaround is to register after every
restart the aspnet with aspnet_regiis -i, but it isn't a smart solution

Any ideas?
