Best Way to Create a Graphical Control

Help!
I'm looking for the best way to create a graphical
user control in asp.net...by now I create an
..ascx that uses GDI+ to draw something on itself,
then I use a tag <img src='....myusercontro.ascx>
but I don't like this way...
some hints?

IE unlike firefox does not support inline images, so the img tag is the only
approach.

That's not a good thing....
And what about the generation process?
I use GDI+ and I change the ContentType, is this the
best solution?
I would like to embed a background image, can I? How?
