Access is denied when using Enterprise library

I am getting the error below many times when I am trying to use the
Enterprise Library. The solution seems to be a reboot. I am using Windows
2003 as my dev box. The error also happens with other library blocks. I am
in the admin group in the machine and I changed the processmodel in
machine.config to SYSTEM. AFAIK, I have elevated my access to the highest.
