XP Professional PC Web Server will not run ASP.NET version 1.1

I'm trying to get asp.net 1.1 running on my home PC. When I try creating a
new ASP.NET Web Application in 'Visual Studio .NET 2003' I get the following
error: "Visual Studio .NET has detected that the specified Web server is
not running ASP.NET version 1.1. You will be unable to run ASP.NET Web
applications or services"

I'm running
Windows XP Professional
IIS 5.1
IE 6

I'm not running framework 1.0

I spent all weekend searching the web and basically tried following:

Uninstalling IIS, dotnet 1.1 framework, dotnet sdk 1.1
reinstalling IIS, dotnet 1.1 framework, sdk 1.1
I ran aspnet_regiis /i and other variations people suggested.

I see a lot of people with problems are getting asp 1.1 running with tips
like aspnet_regiis /i, and a few of them like me are still unable to get it
going.
very frustrating!

I tried looking in the logs and found this message:
The server failed to load application '/LM/W3SVC/1/ROOT'. The error was
'Class not registered'.

I looked at my ASP.NET startup log file and found a single error:
GetPrincipalSIDfailed with HRESULT80070534: 'No mapping between account
names and security IDs was done. '

There's no way you can get an IIS6 specific SID
unless you are running Windows 2003 Server.

Also, the following lines are suspect :

2005-09-25 07:53:42 Success Setting ACLs for a IIS6 account

Again, you're running IIS 5.1, not IIS 6.

Hmmm.... The PC is at home..but I recall from the Internet Information
Services window that it says IIS V5.1. I do know that I am running XP
Professionial SP2. I have WebMatrix installed because I'm working my way
through a beginers ASP.NET 1.1 Wrox book. Could that cause a conflict?
