Enterprise library error.

I am developing a site for work and on my machine I keep getting the
following errors. It happens randomly and I cannot fix it. I have to stop
and restart the server and try various other dongles to get it to reset.
Any help is appreciated:

that can happen sometimes if other files are using the resource like
antivirus programs, the indexing service, third party visual studio
components. I used to have that with XML spy and turned it off. see if that
helps.
