framework jit compile fails in asp.net with problem building assem

this sporadic error has just appeared when serving some asp.net pages we are
running on a w2k server with framework 1.1

Compilation Error
an error occurred during the compilation of a resource required to service
this request.
"Problem detected while building assembly 'bfr7nbk3'. Referenced assembly
Myassy is a localized satellite assembly."

the assembly involved is quite happily used by some pages which server no
problem. but not by 2 specific pages which give this error and only work
occaisionally. yesterday pages were working.

can anyone explain what is happening?
