How to add User Control in template?

I have created a User Control(.ascx) which include few 3rd-party control on
it. And, I would this User Control to appear on all my .aspx pages. How can I
add this User Control in my template(template.vb)?

Whereas, I try to add the User Control like normal Web Control, it doesn't
work. The User Control is working properly, when I drag it on my .aspx pages.

Is there any information for me to refer?
