Are you setting web.config's fileEncoding, requestEncoding
and responseEncoding to Chinese Simplified "GB2312" or
Chinese Traditional "big5" or, are you using "utf-8" ?

Also, it probably would be good to set culture and UIculture to "zh-CN".
