Daily or Random scans of a DB for updates

I am building an application with ASP.net that is used for keeping up
to date on pending tasks. I would like to send emails when items have
been stagnant, or are going to expire.

Does anyone know of or have feedback/ideas on creating something
(software, service) to scan the database for items and then shoot off
an email.

A Windows Service would be the best way to implement this functionality
assuming you aren't using a shared web host that restricts such things.

Consider using the database job scheduler.
