trouble with web.config and MySql.Data dll in bin directory

I have been having a VERY hard time trying to get the MySql connector to
work. The most common thing people are telling me is to place the
MySql.Data.dll into the bin direcotry of my web app. I tried that and I am
getting a Configuration Error in web.config , here it is:

Parser Error Message: File or assembly name 'MySql.Data,
Version=1.0.4.20163, Culture=neutral, PublicKeyToken=c5687fc88969c44d', or
one of its dependencies, was not found.
now, I have checked the GAC and that dll IS in there and the public keys
match. I can't imagine there are any dependencies as this was designed to
be a standalone connector(uses a nice windows installer, registers itself
with the GAC, etc, etc)

Anyone have any ideas?
