AppPath and tilde

Is this
Application["AppPath"] + "/error.aspx"

and this
"~/error.aspx"

always the same?

Not if on application_start you do:
Application["AppPath"] = "HelloSam!";

in other words, we have no idea what you put in your application's
AppPath...
