Response.TransmitFile not working in HTTPS

I have a HttpHandler configured to use Response.TransmitFile. It is working error free when the server is in HTTP mode. In HTTPS mode it apears to work but after a users selects the location to save the file it open up the windows dialog for download progress and just sits there. It doesn't actually send the file.
