WithEvents Changing

When I make a change to a web user control object or add an object (like a
textbox or validation object), my public withevents for all of the objects
get changed to protected, and I have to go in and change them all back to
public. Any ideas as to why I need to do this all the time? Is there
something I'm missing? Besides a brain of course.
