Response.WriteFile ok on Win2K , but not on 2K3?

Regarding this bulletin from Microsoft, we made the changes suggested.

http://support.microsoft.com/kb/812406/EN-US/

Problem is, it works great on Windows 2000 Server, but transfers timeout
at around 15MB or so on Windows 2003 Server. This was tested on
multiple 2003 Servers.

Any suggestions on how to make this code work on Windows 2003 Server for
