Unexpected page designer behavior

I'm trying to lay out an ASP.NET page in VS 2003.

Is it normal that controls can't be positioned inside of a panel control in
grid design view?

Whenever I try to move anything around it stays centered at the top of the
panel...

GridLayoutPanel.
