Portal Starter kit

Hello,
I have a question about the lastest version of the portal starter kit. In
the old version, the configuration of the portal was defined in the database
("module" table). In the current version , all the configuration is in a XML
file. My question is Why did the author make this evolution ? Is it better
to load a XML file, then to rewrite it if the user change the portal config,
than to read and write modification in the database ?

xml is cached so it should be faster
