Can you still indicate to distribute files locally in ASP.Net 2.0

In 1.1 you could specify for each reference whether the reference should be
distributed locally wtih the application or not. This was very useful for
when you were distributing to ISP's that might not have your controls in the
GAC. I can't seem to find this option in ASP .Net 2.0. Does anyone know how
to do it?
