VS 2003 won't start IE on XP SP2 box???

I'm moving to a clean installation on an XP Pro SP2 box with all service packs.

From VS 2003, I ca set a breakpoint on the code behind the default page and
start debugging - and hit that breakpoint.

But, after I tell it to continue, IE never opens (IIS is on the same box).

If I open IE and browse to the web site, then I can hit the breakpoint and
everything seems normal.

What have I forgotten to set up to get the site to open in IE when I hit F5 in
VS 2003 - as it does on my Win2k Server box?
