Access is denied:'skmMenu'

I inherited some code from somebody and have the project up and going.
There's a reference to a dll skmMenu in the project that handles our menus.
Problem is, I will merrily be going along developig fine and suddenly I'll
get the error message:

Configuration Error
Description: An error occurred during the processing of a configuration file
required to service this request. Please review the specific error details
below and modify your configuration file appropriately.

Parser Error Message: Access is denied: 'skmMenu'.

The line that it is complaining about is in machine.config that says

<add assembly="*"/>

I've tried numerous reboots, removing the reference and re-adding it,
changing to a different configuration (debug/release), fully rebuilding the
project, and cleaning out the IE cache. Some of these work some of the time,
sometimes they don't work.

Can somebody help because I'm at a standstill. And maybe also explain why
it's doing this? (Sometimes working sometimes not....)

Every single time I have encountered that error, the solution has been to
run IISRESET.EXE on the web server from a DOS-box.
