first problems on using frameset

Hello,

In Microsoft Visual Studio .NET 2003.

I use frameset, by the wizard (add new item -> UI -> frameset, and choose
the "Header, footer, and contents".
I wanted to drag the split vertical line - I see that I can do that.
I wanted to drag the split horizontal line - I see that I cannot do that -
It is fixed.

How can I drag also the vertical line ? (What may be the problem ?)
