changing web.config need restart web application?

Do we need to manually restart the application for the new settings to take
into effect?

If not. What happen to the current user who is current hook on the
application? The new setting applies or old one?

new settings are applied with an application restart, the existing users run
off the old copy until the web config file is saved. The next request by any
user, old or new, gets the new version since the application would have
restarted
