How to stop full rebuilds in debug mode?

Every time I try to run one of my web apps in debug mode, the VS.net IDE feels the need to do a full rebuild of the project including the .msi file. My last server never did this, but this one does every single time, even if I don't change any of the code. This project is becomming very large and takes about a minute to build, which is costing me considerable amounts of time. How can I stop the IDE from doing a full rebuild every time? Thanks in advance,

Click Build, Configuration Manager on the main menu. From there you can
configure what should be built during a build command.
