CSS and scrolling

Hi all,

Is it possible for me to use me stylesheet to set things like border,
colour, etc... of my scrollbars? If so, how do I go about doing it?
If not, any hints for programmatically doing it?

Note some browsers (like Opera) allow the user to disable this styling in
a page/window....
