HttpError 403 if number of connections > 10

I am using ACT to stress test a simple (HelloWorld) WebService method. When
number of connections is <= 10 everything works just fine. But increasing
connections causes Http 403 errors.

Whats wrong?

Are you running on Windows XP? XP has a 10 connection limit. To have more
connections you need to run on a server operating system.
