The problem is not about creating a website in Root Web .
I have a scenario where I have multiple websites set up on the local sandbox .
Now , When i try to create a new web app , it tries to create it with the
website created last and not within Default Web Site(Root Web) .
If I delete the last website , VS.NEt tries to create the web app within the
website created before that . If I continue the process till all websites
other than the Default Web Site remains on IIS , then only the web app is
created with the Default Web Site ( Root Web ) .
I am not sure whether this is a limitation of IIS .
To Note , while creating multiple websites on IIS , I have assigned unique
host headers to all websites except the Default Web Site .
