Crystal Reprts error,need help

I've been a long time user of Crystal Reports (7-8.5) and I am now attempting
to use it within VS2003. I added it to my project today and keep getting this
error? I've searched this newsgroup and google and have seen others with this
issue but no fix for me.
My machine has not had VS2002 on it.
My project has reference to all the needed Crystal files (though it doesn't
put anything in the bin? just reference).
All the objects are recognized in VS.

I get this upon starting my app now:

File or assembly name CrystalDecisions.Shared, or one of its dependencies,
was not found.

puts in my webconfig file:
