Does using ASP.NET 1.1 require:

-upgrading from Visual Studio 2002
-upgrading from .NET Framework 1.0

If you want to develop, you will need to both

a) install the 1.1 Framework
b) install Visual Studio 2003

Most of the code you wrote will not change (primary changes in XML
transformations), so you can actually deploy most 1.0 code to a 1.1 machine
without a recompile.
