Integrating with eBay listing/bidding services

Hello,
I am thinking about developing an application on my own free time (web or
maybe even windows client) that watches eBay listings, places last seconds
winning bids, etc. I am sure someone has already thought of this or done it.
Is there any Web Services for this purpose. I looked on Ebay site, but could
not find any mentions of any webservices. Also can I make request through
HTTP programmatically and parse html that comes back? Has anyone done
anything like that; any thoughts, suggestions, links....

Yes, there are web services available:

http://developer.ebay.com/DevProgram/index.asp

With a google search you can turn up some articles on using the API
from .NET. Let me know if you need any tips.
