Image.. what i'm doing wrong?

Well i came across this problem when trying to set the background to a
control...

my problem is, i got an image on the root folder of my website "Lane.jpg"
if i put it inside an image it paths it to just "Lane.jpg" then i tried to
use:
Dim bmp as new Bitmap("Lane.Jpg")
but i got the following errror ("Invalid Parameter Used")
also tried
Dim bmp as new Bitmap(ResolveUrl("~/Lane.Jpg"))
but also got the same exact error... That is the error that comes up on the
3rd party control when setting the background.... any ideas what can it
be?? or how to fix it??
