explorer window when cursor on image

Hello,
in IE when your cursor is over an image, a small window appears, containg 4
icons for printing, saving and 2 other tasks.

Firstly: whats that window called?

Secondly: is there a way to get rid of it programmatically? Is it some
setting? CSS attribute?

It's a client setting to turn on/off, it's browser dependant. Dont override
or try to force to the users setup different then they want it.
