debugger bugging Me!

What did 2003 do differently that causes so many problems with the debugger?
Since I installed and started working in it, have had so many wierd things
happening on my development box.

For example, I make some changes in the codebehind class and recompile, then
run debugger and it steps me through the old code. Have to restart IIS each
time to get it to take the new code.
I have IIS 5.0 setup on my local (W2K) machine along with Visual Studio v6
through 2003.
I also have trouble getting it to fire the global.asax (application_start
etc) for debugging. Even restarting IIS doesn't get me into that file.

We don't have an IIS administrator so if there are some settings that I can
change to make it quit caching on my local machine, I'd love to hear about
them.
