ASP.NET and VB.NET aren't comparable as you are trying to do. The first is
an architecture, the second is a language.

If you are saying that you have a web application that you need to turn into
a client application, you will need to create a series of Windows Forms that
mimic the UI of the various web pages you are converting. You would have to
change much of the UI code as well and you would do this in a Windows Forms
project that compiles down to and .exe. There is no automatic conversion
tool to do this for you.

Depend what your current Asp.Net application is doing. You may not have to
convert it. All you need is to write a small Windows Service to call the
Asp.Net app. at certain time during the day to do what you want instead of
manually running the app. You do this by passing all the necessary data to
the Asp.Net app so that it can do thing behind the curtain.
