Capturing frames of streaming video on server

I'd like to write a Palm application to stream 2fps "video" on a Palm
PDA-Phone. Similar to MobiTV (http://www.mobitv.com).

My first, brute force approach would be to have a widget on a server
which could somehow intercept a stream and chop out frames every half
second, then provide it as a refresh jpg to a browser.

Is there any way to get ASP.NET to handle a stream in this way? Where
should I start to look?

Thanks for any ideas.
