Application opened by two users and Database update

I have an aspx page which lists ReasonCodes. (NOTE: To list ReasonCodes I am
using Table, TableCells and TableRows) Users can select any of them by
checking a checkbox and then click assign. This assigns the Master
ReasonCode to that ReasonCode.

As this is a web page many users can open this page at the same time. I
tried it on my pc; opening two applications. In both I selected "DAM -
Damaged" ReasonCode and selected different Master ReasonCodes in those two
applications. In one clicked "Assign" and code did that and refreshed page
and that ReasonCode is not listed anymore. Now I clicked "assign" on the
other page and what I see while debugging is ReasonCode "DAM - Damaged" is
not there in the table. I see it on that second page though. But it looks
like it is looping through table of first page.

For a click on "Assign" on second page; I was expecting an error message
mentioning that other user has already assigned a Master ReasonCode to this
ReasonCode.

Any Idea?
