HTTP/1.1 403 error creating Web Applications

Every time I try to create a new Web Application using VS.NET 2003 I get this
error:
HTTP/1.1 403 Access Forbidden. I read some of the solutions posted in this
and other newsgroups: from resetting IIS, Uninstall and Install ASP.NET 1.1
(with aspnet_regiis) and the last one: Uninstalling and Installing again
VS.NET 2003.

Any suggestions?

I am having the same problem. Didn't get it to work.
