browsercaps and HTTP_UA_VOICE for mobile devices

I am hoping that someone can help. I am writing some new device definitions
to support SmartPhone 2003 and PocketPC Phone Edition and I cannot seem to
figure out how to capture the value of the HTTP_UA_VOICE servervariable and
set the flag that this device supports telephony. I am using the following
construct but the flag never gets set even though I know that the device is
sending the HTTP_UA_VOICE servervariable correctly:

<use var="HTTP_UA_VOICE" />
<filter>
<case match="TRUE">
canInitiateVoiceCall = "true"
</case>
</filter>

Is there something wrong with my syntax or something else?
