Yes, that error would appear as if the database is open.
If you say its closed, maybe it has not been closed properly, check where
the file 'db.mdb' is and check if their is another file called 'db.idb'
indicating that the database is open.
If you open the database through access, this file will appear. Also if you
open a connection through vb.net, and don't close it properly.
If this is not the case, maybe a reboot is in order.
Another problem could be permission to view the database, try sharing the
folder the database is in.
Allow full permissions to everyone as a test. Also try setting the security
to everyone full permissions.
