In Visual Studio, references sequentially can't be loaded

I have a one page project which performs some XML operations in response to
a button press and then does a simple redirect. I have some 3rd party
barcode references in the project.

As I interate in the development environment, I find I get a script error
when I try to run in either debug mode or "run" mode. The script error
indicates that one of the referenced DLL's can't be accessed. There is some
notation about security issues. I have gotten around this by rebooting a
times, waiting for a period of time (minutes) and trying again successfully,
or removing the reference and remarking out the associated code.

It behaves like a memory leak problem in my older IDE's, but can't seem to
be fixed by simply ending and restarting Visual Studio.

Does this vague description sound familar to anyone? Any ideas what might
be happening?
