Unable to run Asp.NET

I am running on a stand alone PC. I tried to create my first ASP.NET
application and got the following:
The Web server reported the following error when attempting to create or
open the Web project located at the following URL:
'http://localhost/WebApplication1'. 'The server returned an invalid or
unrecognized response'.
I am running Windows XP Pro sp2, VS.Net 2003. I tried uninstalling and
reinstalling IIS. No help. I set all security to low and shut down the
firewall. I still get the error. I restored all settings to their defaults,
restarted the firewall and rebooted. Now, after about a 10 minute delay, I
get the following error message:
The Web server reported the following error when attempting to create or
open the Web project located at the following URL:
'https://localhost/WebApplication1'. 'A connection with the server could not
be established'.
Can someone please help me get up and running?

I ran it. Now the error message is that the Web Server is not running. I have
not yet figured out how to start it.
