Code Behind?

Where does the codebehind files need to go? At the app level? Wht does the solution wizard always reference codebehind inheritting from <SolutionName>.Global. This is not a file I can find. Is this the correct behavior?

I can't do any of the ASP.NET samples as everytime I run the sample I get a parser error. This is the text.

Its not a code issue as even an blank project produces the same behavior. I have rebooted, checked the path and security on the virtual folder. Anyone have any ideas? My other Net 2003 systems show the same behavior. Security patch maybe? I have tried to move the bin folder, delete temporary files, recompile the project, nothing works.
