What was used to create this?

What was used to create this discussion group? Particularly the UI components?

This is not a discussion group. It's a newsgroup (NNTP), which is hosted on
an IIS web server on the msnews.microsoft.com domain (news server). You may
be viewing it via a web interface.

Thanks,
Brett
